1.0– General

1.1.All Rules, Regulations and By-laws are based on and created by the Brimbank Little Athletics Centre Inc. constitution as this is the governing document. No rules, regulations or by-laws can contradict that document.

1.2.Where there is no specific by-law that addresses a rule or circumstance, the Centre will defer, firstly to the LAVic rules and regulations, then to the most appropriate and relevant authoritative body (e.g. Council, State Government, Federal Government, IAAF)

Annual General Meeting

1.3.Only Centre General Committee positions that are specifically voted on at AGM's are those positions that comprise the Centre Executive, as detailed in the constitution.

1.4.The remainder of the Centre General Committee will be elected as General Committee Members at the AGM, with specific positions and portfolios being distributed at the first meeting of the new Centre General Committee.

New Committee

1.5.After election of the committee at the Annual General Meeting, 1 week after shall be the date that the office bearers assume their offices and roles.

1.6.The incumbent office holders will complete and discharge all their current responsibilities and duties up until this time in order that no outstanding issues are handed over to the incoming office holder.

1.7.It is the responsibility of the outgoing office holder to contact and hand over to the incoming office holder and provide a comprehensive handover of the position.

1.8.All material inherent to the position (e.g. computers, Centre IP) are to be handed over in their entirety.

1.9.All committee members are required to hold a current Working With Children's Check. and provide these details to the Centre Secretary

Committee Meeting

1.10.All Centre meetings will be conducted in accordance with Standing Orders of LAVic Inc. - Regulation 1 http://www.lavic.com.au/About-Us/Constitution-And-Regulations

1.11.Where considered appropriate a member of the Centre General Committee may volunteer, or be requested by another member, to abstain from voting on matters directly pertaining to competitive members to which they are related so as to preserve the integrity of Centre General Committee decisions.

1.12.The Centre General Committee are obligated to do everything within their power and abilities to prevent the Centre breaching any Association rules and regulations that may lead to fines or termination of affiliation.

1.13.Should it be deemed by the majority of the Centre General Committee that the responsibility for any breach can be attributed to the actions (or lack thereof) of one individual, they may proceed with instigating disciplinary measures, as outlined in the Centre Constitution.

Code of conduct

1.14.All Athletes, Members, Spectators, Coaches and Officials are bound by the LAVIC Codes of Conduct which are outlined yearly in the Centre Handbook and on the LAVIC Website. http://www.lavic.com.au/Resources/Code-of-Conduct.

1.15.Reported breaches of the Codes will be considered by the Centre General Committee and appropriate action taken.

Working with Children's Check

1.16.All Committee Members, Centre Officials, Coaching Staff and Age Group Manager's must provide a current Working with Children Check and provide these details to the Centre Secretary. Child Safety

1.17. The committee will encourage all committee members to complete the child safety courses LAVic has in place

1.18.The committee will nominate 2 members to complete the online courses LAVic has in place.

1.19.The 2 Child safety officers will monitor weekly competition to ensure the wellbeing and safety of our athletes

1.20.The executive committee has the right to enforce disciplinary actions as stated in the constitution.

Photography and Social media

1.21.The Centre reserves the right to use photographs of Centre competition and activities to publicise and market the club in both print and electronic media.

1.22.Members must have registered, through LAVIC, their desire not to be photographed and wear the appointed identification bracelet otherwise they will be deemed as having consented to photographic images being taken and used in this fashion.

1.23.Members have the right to request that specific images not be used for the above purposes with clear explanation as to the reasons for this request. All requests will be considered by the Centre General Committee and, if deemed reasonable, appropriate action will be taken.

1.24.Any imagery used in a fashion that appears to harm the Centre's reputation or branding, or considered to be used in an unacceptable manner will not be tolerated and the Centre will take appropriate action against the individuals concerned.

1.25.The committee welcomes all comments on our social media channels, including, but not limited to, Facebook, Twitter, Instagram, Team App and YouTube.

1.26. You are welcome to express your views, comments, ideas and insights about Little Athletics, its programs and activities. At the same time, you should show courtesy and respect to others and must not use our social media channels to abuse others, expose others to offensive or inappropriate content, or for any illegal purpose.

1.27.Members may face disciplinary action for sending inappropriate electronic communication or posting online content or comments that harass, offend, intimidate or humiliate another participant. Under certain circumstances, cyber bullying (e.g. bullying that is carried out through an internet service such as email, a chat room, discussion group, instant messaging or website) is a criminal offence that can be reported to the police.

1.28. Members who publish false or misleading comments about another person in the public domain (e.g., Facebook, YouTube, Instagram or Twitter) may be liable for defamation.

1.29.Acceptable Use When using our social media channels,

please ensure that you:

• Protect your personal privacy and that of others by not including personal information about yourself or others in your posts to our social media channels (for example, email addresses, private addresses or phone numbers);

• Represent your own views and not impersonate or falsely represent any other person;

• Keep your posts relevant to Little Athletics;

• Are not abusive and do not harass or threaten others;

• Do not make defamatory or libelous comments;

• Do not use insulting, provocative or hateful language;

• Do not use obscene or offensive language;

• Do not post material that infringes the intellectual property rights of others;

• Do not post multiple versions of the same view or make excessive postings on a particular issue;

• Do not promote commercial interests in your posts;

• Do not include harmful or offensive internet addresses or links to websites, or any email addresses in your posts.

1.30.Right to Remove Posts and Block Offenders The executive committee has the right to enforce this Acceptable Use Policy at its discretion. The administration may remove any posted messages that it considers to be in breach of this policy and will block repeat offenders.

Training

1.31.Prior to training Centre Coaches are responsible for conducting an inspection of the areas to be used and ensuring that any hazards are removed.

1.32.In the event that a non-removable hazard is detected, that area needs to be clearly marked and no events should be conducted in the near vicinity for the rest of the planned activity.

1.33.All non-removable hazards must be reported immediately to the Centre General Committee so that the relevant authority can be contacted to deal with the matter.

1.34.Training for both Track & Field and Cross Country will be conducted at Sassella Park on Tuesday and Thursday afternoons from 5pm-6.30pm.

1.35.Both Centre coaches and coaches not associated with the Centre may schedule training outside of these times. These will not be considered as Centre run activities and hence are the responsibility of the coaches and athletes involved.

2.0- Centre Competition

Prior to competition

2.1.For the Centre to run efficiently it requires both accredited officials and accredited coaches.

2.2.A priority of the Centre General Committee is the continued recruitment of interested and appropriate individuals to undertake training in these areas.

2.3.Prior to every Centre activity a Safety Inspection must be undertaken to reduce the chance of preventable injury occurring to a member of the centre.

2.4.Prior to competition officials must conduct a thorough inspection of the competition arena and remove any and all hazards detected where possible. This includes walking the track, raking the horizontal jump pits and inspection of other competition and "On Track" areas.

2.5.In the event that a non-removable hazard is detected, that area needs to be clearly marked and no events should be conducted in the near vicinity for the rest of the planned activity.

2.6.All non-removable hazards must be reported immediately to Centre General Committee so that the relevant authority can be contacted to deal with the matter.

2.7.Once completed two (2) Centre Officials must sign the safety log to indicate that it has been performed

2.8.Official are Competition Director, Chief of Officials, Chief Starter, head coach and qualified coaching staff.

Uniform

2.9.The wearing of correct uniform is compulsory for all competitors.

2.10.For new members, a 2 week period is given for the purchase of the uniform.

2.11.Athletes who are not in uniform are able to compete but they will receive NO points and results for the round

2.12.Please speak to the President or Treasurer if having difficulties in purchasing a uniform.

2.13.The Brimbank Little Athletic Centre uniform consists of:

Centre Top - purchased from the Centre;

Navy blue shorts/leggings - must cover the hips, end before the knee and not have pockets;

Registration Tag - identifies the athletes name and age group

Sponsors Patch - issued with registration pack and must be attached to front of the centre uniform on the right hand side. This may change from year to year.

2.14.Appropriate foot wear must be worn at all times whilst competing or training.

2.15.Failure to do so may lead to exclusion of the athlete from the activity.

2.16.Footwear is compulsory for ALL athletes in ALL events

2.17.The wearing of footwear with blades or cleats constructed of hard plastic will not be permitted

2.18.The wearing of spike shoes with one or more permanent spikes will be permitted, for athletes Under 11 to Under 16.

2.19.The use of spikes is permitted within the following guidelines:

Under 6 -U10

no spikes

Under 11 -U 12

Track events – all laned events

Field events -All Jump events and Javelin

Relays - All events

Cross Country – No spikes

Road Relay – No Spikes

Under13- U16

Track events - All events except Race Walk

Field events - All jump events and Javelin

Relays - All events

Cross Country - No spike shoes allowed

Road Relays - No spike shoes allowed

2.20.All spike shoes must be worn with all holes filled with a complete set of spikes with no more than two blanks/slugs installed. The length of the spike must not exceed 7mm except in the events High Jump & Javelin wear they must not exceed 9mm.

2.21.Only spike designs know as conical or pyramid will be permitted

2.22.Specialist High Jump and Javelin footwear with heel spikes shall not exceed nine (9)mm and shall only be worn at these events.

2.23.Only the designs known as conical or pyramid ("Christmas tree") shall be used.

2.24.Footwear known as "spikes" shall only be worn within the arena or at the field event venue while the athlete is competing, i.e. in the competition area(s).

2.25. Spikes are not to be worn outside of the competition area as they have the potential to cause serious injury.

2.26.They are to be carried to and from the competition area.

2.27.An athlete found to be breaching these rules will be:

1st Breach - issued with a verbal warning;

2nd Breach - banned from using spikes for a period of 2 competition weeks;

3rd Breach - banned from using spikes for the entire season.

2.28.If an athlete is found to be wearing spikes when they have been banned from using them, disciplinary action will be taken as felt appropriate by the Centre General Committee.

Refunds

2.29. Once registrations have been paid, no refund is available. Only in extreme circumstances can parents write to the Committee for a refund, attaching medical certificates, where appropriate. The request will then be reviewed by the Committee at meetings.

General

2.30.The Centre Track & Field season will commence on the first Saturday of October of each year, or as close to this date as is possible.

2.31.The Centre Track & Field season will conclude in March with the completion of the Centre Championships.

2.32.Presentation day will follow the conclusion of centre competition for Track & Field as soon as practically possible.

2.33.The Centre will break over the Christmas / New Year Period for a time that should be kept to no longer than 4 weeks where possible.

2.34.All Centre Competitions should take place at Sassella Park unless circumstances beyond the Centre's control prevent this.

2.35.Saturday will be considered our primary competition day for both Track & Field and alternate days can be used if circumstances dictate this.

2.36.Track & Field competition will commence at 9am. Athletes are required to be in attendance by 8.45 am to warm up. Every effort should be made to conclude competition by 12pm.

2.37.Twilight competition begins at 5.30pm and athletes need to be in attendance at 5.15pm for the warm up. Every effort should be made to conclude competition by 8.30pm.

2.38.Each age group should be scheduled to undertake five (5) events excluding under 6 do (4) on a weekly basis comprising of 1 from each of the following groups based on their development and capabilities:

2.39.• Short (70m,100m,200m ,400m )

2.40.• Middle (800m,1500m)

2.41.• Hurdles/Walks (60mH/ 200m H,300mH, 80/90/100mH, 700/1100/1500 Walk)

2.42.Jumps (Long, Triple, High)

2.43.Throws (Shot Put, Discus, Javelin, Turbo Javelin )

2.44.U6-U7 athletes will undertake a session of "On Track" in place of one of their events if resources/personnel are available

2.45. U6 age groups will only undertake 4 events per competition day.

2.46.Twilight Competitions will only schedule 4 events and not include events from the Walk/Hurdles group or "OnTrack" activities

2.47.Program modifications may occur due to safety and environmental considerations. The decision to alter the program will be the responsibility of the Competition Manger and Arena Announcer/Manager in consultation with members of the Centre Executive.

2.48.All people attending centre competition that are not recorded as ordinary members are required to sign the attendance book for insurance purposes.

Track and Field Competition

2.49. Events will be scheduled during the competition day by the Arena Announcer.

2.50.If time permits extra events may be scheduled on the day of competition to make up for missed events due to cancellations throughout the season, or in situations where athletes have submitted a request for an invitational event at the beginning of the competition day.

2.51.NO invitational events will be added to the program once competition has commenced.

2.52.In the case of a "make up" event, results from that event will be counted towards normal results for the season.

2.53."Invitation" events that are added and not regarded as make up events will not be included in normal results for that day of competition.

2.54.Where a scheduling conflict arises between track and field events, track events will take priority.

2.55.All athletes must report to their Age Group Manager upon arrival on competition days. An adult responsible for each child must remain at the competition arena for the duration of the event. The Centre is NOT a child minding facility. If an athlete is found to not have an adult in attendance during Centre Competition they will NOT be allowed to continue competition for the remainder of the day.

2.56.When called for their event athletes must report to the marshaling area beside the Age Group Managers table. An event will be called three (3) times. An athlete not in attendance following the third call will be considered absent.

2.57.The Age Group Manager will escort the group to the event arena once there are enough helpers to conduct the event.

2.58.If an inadequate number of parent helpers have presented to the marshaling area following the third call for an event, the Arena Announcer/Manager has the ability to cancel the event so as not to delay the remainder of the program.

2.59.In the event that an athlete arrives late to an event:

2.60.For track events - the Chief Starter will make the decision as to whether the athlete is able to compete in alternative heat/age group (if one is available) as long as there is no perceived benefit to the athlete in doing so.

2.61.With respect to the field events, practice throws/jumps should be offered to the athletes by the Age Group Managers prior to commencing the competition, however should not exceed a maximum of 2 attempts. With respect to the jumping events and Javelin, the athletes should also be afforded time to calculate their run ups, however this period should not exceed 5 minutes.

2.62.All spectators and athletes not competing in an event should remain in the spectator's area.

2.63.Only Centre Officials, Age Group Managers, Parent Helpers and Competing Athletes are allowed to be in the competition area once events have commenced.

2.64.Coaching of athletes is permitted from outside of the track only.

2.65.No Coaching or barracking during track events is allowed from the inside of the track.

2.66.Athletes are not to leave the competition arena to receive coaching.

2.67.Breaches of this regulation may lead to the disqualification of the athlete.

2.68.Centre Officials and Age Group managers may offer guidance and assistance to athletes during an event.

2.69.Athletes, parents and officials shall NOT cross the running track during scheduled running events.

2.70.Unless specifically addressed in this document, all events will be conducted in accordance with the Competition Rules (current season) of LAVIc Inc - Regulation 8.

2.71.It is mandatory for all athletes from the U12 age group and above to use a crouch start in all laned track events up to 400m, including hurdles.

2.72.Whilst at Regional and State events the use of blocks is mandatory, it is left to the discretion of the athlete whether they use the Centre blocks at competition at Sassella.

2.73.The starting technique used by athletes in all other age groups is the decision of the athlete, although it is preferred that they utilise a standing start unless well trained in the use of the crouch start with/without blocks.

2.74.In a track event where lanes are not being used (i.e. 800m, 1500m and walks) an athlete may NOT interfere with any other athletes.

2.75.Interference is regarded as:

2.76.Cutting in on another athlete causing that athlete to change their speed/direction;

2.77.Blocking another athlete from overtaking/passing;

2.78.Deliberately pushing or tripping another athlete.

2.79.If an athlete is deemed to have committed such an action a disqualification will likely occur.

2.80.If an athlete believes they have been interfered with during a race they are to bring it to the attention of officials at the completion of the event.

2.81.Athletes are NOT to jump over stacked hurdles, hurdles not currently being utilised for an event or jump over hurdles backward after completing a run through prior to a race.

2.82.This is a HAZARDOUS activity and could lead to serious injury.

2.83.Should an athlete perform such actions it will be determined by either the Chief Starter or Centre Referee whether that athlete is disqualified from their next event.

Disputes

2.84.All disputes will be dealt with by the Centre Referee and/or Chief of Officials.

2.85.If both are unavailable, then the Centre Executive will nominate a competent person to deal with the matter.

2.86.The Centre Referee and/or Chief of Officials may call a meeting with the Executive Committee to help resolve difficult disputes.

2.87.Appeals: Any parent/guardian who feels their child may have had a wrong time/ measurement recorded or may have been unable to complete their event satisfactorily may bring the matter to the Centre Referee and/or Competition Director for review within 30 minutes of that event ending. Their decision will be final.

2.88.If a parent or club official has a complaint about the result of an event, a protest may be lodged with the Competition Directors or President. Protests must be lodged on the competition day once results are published by emailing brimbank@lavic.com.au. At no time is a parent or club official to approach the officials of the event in question. If they do they are in breach of the Code of Behaviour.

2.89.In the event that a conflict of interest occurs for the Centre Referee and/or Chief of Officials, they will be required to withdraw from proceedings and hand over to a Centre Executive appointed alternative.

2.90.The results of appeals can be referred to the Centre Executive for review if a parent/guardian believes that an error has occurred. This will occur after the completion of the days events and will not effect the original decision of the Referee/Chief of Officials. The outcome of this review will be communicated to the relevant parties by a member of the Executive.

Centre Records Track and Field

2.91.Centre Records can only be set or broken at competitions at Sassella Park.

2.92.A list of all current records for an age group is located in each age group managers folder.

2.93.Wind conditions are not taken into consideration when ratifying records.

2.94.Track records are ratified by Records and Ranking officials based on the electronic time print out handed in with the results sheet of an event.

2.95.Field event records must be ratified by a centre official.

2.96.The tape measure should remain in position until a designated centre official has double checked that the measurement is correct.

2.97.A record sheet must then be signed by that centre official as well as the Age Group Manager and submitted to Records and Ranking officials at the end of the event.

2.98.The Centre recognises records that are set in mixed age/sex events.

Inter Centre

2.99.Inter-centre competition is encouraged and should be incorporated in both Track & Field and Cross Country Calendars where possible and practical.

2.100.Track & Field Inter-Centre Competition will be conducted

2.101.When visiting another centre, the rules and regulations of that Centre will be followed. Likewise visiting centres are subject to the rules and regulations of the Brimbank Little Athletics Centre.

Invitations

2.102.Athletes from other centres will be welcome to compete by invitation at one (1) normal Centre competition day only throughout the season and must seek permission from the Centre General Committee no less than two (2) weeks prior to the date of the competition.

2.103.In the case of "Invitation" events, athletes are welcome to submit a record for ratification, but it will be up to the discretion of Centre General Committee as to whether it will be accepted given the event was outside of normal competition activities.

Cross Country

2.104.Cross Country will be conducted over the distances prescribed by LAVIC.

2.105.The Centre Cross Country Season will begin on the first Saturday in May, or as close to this date as is possible. Saturday will be considered our primary competition day.

2.106.All Centre Competitions should take place at Sassella Park unless circumstances beyond the Centre's control prevent this. Alternate venues for Cross Country rounds are an exception.

2.107.Athletes competing in Cross Country should compete in centre tops

2.108.Cross Country to be held in venues as per calendar.

2.109.Given that the events are conducted during winter athletes are permitted to wear what ever clothes underneath their centre top that they deem necessary to remain comfortable.

2.110. No Centre Championship event will be conducted for Cross Country but there will be a Handicap event to end the season, conducted in conjunction with the trophy presentation day, with the first three (3) place-getters being awarded trophies.

2.111.Presentation days will follow the conclusion of centre competition for Cross Country as soon as practically possible

2.112.Cross Country records will include away events. Only in the event an official can confirm the distances ran. Any distance that is shorter than the LAVic prescribed distance will NOT be recorded as a Brimbank Little Athletics record. This is also restricted to our normal competition days as per our calendar, region and states. Therefore, this excludes any open days.

Regional/State Relays

2.113.The Centre is supportive of all competitive members who wish to represent the Centre at Regional Relays and encourage all athletes to participate.

2.114.Once an athlete has nominated for Region Relays the Centre has the expectation that the athlete will make every effort to attend training on a regular basis in the lead up to the event and attend the on the day of competition.

2.115.If an athlete is unable to attend training on a regular basis or, due to unforeseen circumstances, is unable to compete on the day of competition, it is the responsibility of the athlete's parent/guardian to contact the appointed Team Manager or Centre Coach and advise them of the situation as soon as possible. This will allow the Centre to organise alternative arrangements so that teams are not scratched and other centre athletes miss out on the chance of competing.

2.116.If an athlete fails to attend the day of competition without notifying the Centre, administrative action may be taken at the discretion of the Centre General Committee.

2.117.Examples of actions that may be taken are:

Withdrawal of Centre support for that athlete to compete at Regional Track & Field.

Points penalties to Centre Age Group Championship.

Exclusion from Centre Championship

Exclusion for Centre trophy.

2.118.Relay teams will be selected by a panel determined by the Centre General Committee comprising of Centre Coaches, General Committee Members and any other appropriate individuals

2.119.Teams will be selected on an inclusive basis with every effort being given to allow each athlete to compete in a minimum of 2 events on the day.

2.120.The Selection Committee will be tasked with identifying teams with the potential of progressing to the State Relay Championships.

2.121.When selecting teams only performances from centre competitions with be considered.

2.122.The Selection Committee's decision is final and can not be appealed

2.123.Any athlete (or parent/guardian) who advises the Selection Committee that their participation is conditional on the standard of team for which they are selected will not be looked on favorably and runs the risk of being excluded from the event entirely.

2.124.If an athlete withdraws or is unable to compete (for any reason) at the Region Relays, and that team progresses to the State Relay Championships, they will NOT be considered for that team unless one of the athletes withdraws and a suitable replacement is required.

2.125. If an athlete withdraws from a team that has progressed to the State Relay Championships, the Selection Committee will decide on a replacement, within the guidelines of the event.

2.126.Given that Relays are a team event and all athletes are competing for the Centre, the Centre General Committee will attempt to significantly, if not fully, cover all entry costs.

2.127.Parental duties are required. Failure to Comply will be enforced.

Centre Championship Events

2.128.To be eligible to compete in the Centre Track & Field Championships an athlete must have competed in a total of five (5) normal Centre competition days, one (1) of which occurred between the date 1st January and close of entries for the event.

2.129.Exceptions/exemptions for certain circumstances (e.g. illness, injury, shared custody arrangements) will be considered.

2.130.Applications must be in writing and submitted to the Centre General Committee with supportive documentation (e.g. medical certificates) prior to the closing of entries.

2.131.To provide the athletes with the greatest variety of events and to keep competition times consistent with normal Centre timings, it will be necessary to conduct Centre Track & Field Championship over two (2) weekends.

2.132.The events that will be conducted are as follows:

U06 M&F – 40m, 60m, 70m, 100m, 60mh, LJ, SP, Dis

U07 M&F - 70m, 100m, 200m, 400m, 60mh, LJ, SP, Dis.

U08 M&F- 70m, 100m, 200m, 400m, 800m,60mh, 700mw, LJ, HJ, SP, Dis.

U09 M&F – 70m, 100m, 200m, 400m, 800m 60mh, 700mw, LJ, HJ, SP, Dis

U10 M&F- 70m, 100m, 200m, 400m, 800m, 60mh,1500m, 1100mw, LJ, HJ, Turbo Jav SP, Dis

U11 M&F- 70m, 100m, 200m, 400m, 800m 60mh, 1500m, 1100mw, LJ, HJ, Jav SP, Dis

2.133.Athletes will be allowed to enter in four (4) events only throughout the course of the championships in keeping with Region/State Track & Field events. Medals will be awarded to the first three (3) place getters and ribbons to the other participants.

2.134.A handicap 1 mile (1600m) event - Brimbank Handicap - will also be conducted at the centre championships

2.135.There will be Junior (U11 and under) and Senior (U12 - U16) events

2.136.Male and female athletes will compete in their gender.

2.137.Medals or Sashes will be presented to the first three (3) place-getters in each race only, irrespective of sex.

2.138.Handicaps will be calculated on results of season competition over 1500m (or nearest distance completed).

2.139.Entry to the handicap event is free and does not count as one of the four events an athlete can enter during the Centre Championships.

Centre Multi Event Championship

2.140.The Centre Multi Event Championship is open to all athletes irrespective of age or sex.

2.141.Entry is free to all athletes and is included as part of registration.

2.142.The events will be conducted as a Pentathlon in line with the events offered at the State Multi Event Championships

2.145.An Athlete must attempt all 5 of events to receive a score at the end of competition. Failure to start an event will result in the athlete being ineligible for medals but they will receive a ribbon.

2.146.Each individual event result on the day will be recorded and count to toward end of season awards (e.g. Age Group Championships).

Multi Class

2.147.Brimbank Little Athletics Centre welcomes and supports athletes of all abilities.

2.148.If an athlete requires special assistance or special consideration so that they are able to compete and enjoy their activities at the centre, where practical and possible, everything will be done to assist and accommodate them.

2.149.Where an athlete suffers from a disability (intellectual, physical or sensory) the Centre will permit a suitable companion to run with them during track events as long as that companion is mindful not to interfere with other athletes competing in the event.

2.150.Where an athlete suffers from a disability (intellectual, physical or sensory) the Centre will permit a suitable companion to assist the athlete in undertaking trials of field events as long as the companion in no way contributes to the distance/height achieved.

2.151.The Centre will consider altering weights, hurdle heights and takeoff mat positions if an athlete appears incapable of successfully competing with the age group specified implement/height/position.

2.152.In these situations, the athlete will receive participation points only (unless there are less than athletes six (6) in the event) as they will be attributed last place in the event.

3.0 - Weather & Environmental Hazard Policy

3.1. Excessive Heat

3.2.While Track & Field is a summer sport and competing in some degree of heat is to be expected, the Centre General Committee are acutely aware that in some situations this heat will be excessive and potentially pose a health risk to athletes

3.3.The Centre Executive Committee and Head Coach will monitor weather forecasts leading into each competition day and advise Centre Members of changes to planned competition via Social Media devices, Website and any other electronic modality available.

3.4.A temperature of 38 degs Celsius will be considered the threshold at which events will be suspended.

3.5.If after thirty (30) minutes the temperature has not fallen below this temperature, and signs that the temperature is likely to change are not evident, competition will be called off for the remainder of the day.

3.6.As competition generally commences early Saturday morning, alterations to the program may need to be made to achieve completion of the schedules events. These changes will be at the discretion of the Competition Director and Arena Manager/ Announcer in consultation with the Centre Executive.

3.7.In the event of a Twilight meeting being effected, start of competition may be delayed by thirty (30) minutes to determine whether conditions will improve.

3.8.Training will also be subjected to weather extremes and will be cancelled in the event that the temperature rises above 35 degrees Celsius.

3.9.Events lost to weather of this type will be made up, where possible, at other competitions during the season.

3.10.In the event that Centre Championships are effected by such weather conditions, Sunday of the same weekend will be used as a makeup day.

3.11.Storms and Wet Weather

3.12.As the track is grass and under control of the Brimbank Council, excessive wet weather may prevent us from accessing the ground and in these situations competition will be cancelled.

3.13.Where it is actively raining the Centre Executive will make a decision on canceling competition as soon as possible on the day of competition (or earlier if possible/practical) and notify members via Social Media, Web Site and any other electronic methods available.

3.14.If Competition has commenced and heavy rain begins, a thirty (30) minute suspension in activity will occur. If there is no change in conditions in that time or signs that it is likely to change shortly, competition will cease for the day.

3.15.If lightning occurs within the vicinity of the competition arena, competition will be immediately ceased and members asked to move out of the area.

3.16.Where the condition of the track is considered too wet to safely conduct hurdle events, these events will be removed from the program for that day and an alternative track event put in its place.

3.17.Where wind is excessive and it is deemed unsafe to conduct certain events, these events will be removed from the program and replaced with alternatives where possible. This will most likely effect hurdles and high jump events.

4.0 Parental Assistance

  • 4.

4.1.Centre Competitions

4.2.The Centre General Committee expects all Parents to assist in the running of Centre Competitions

4.3.The Centre General Committee have the right to conduct duty rosters to ensure the efficient running of the Centre and it is mandatory that all families participate.

4.4.If a family believes they are unable to participate in Centre Duties, it is their responsibility to advise the Centre General Committee of these reasons and seek an exemption.

4.5.The Centre General Committee will consider all applications for exemptions and will notify the family of their decision.

4.6.Regional & State Competitions

4.7.In entering their children in Regional & State events parents are incurring a duty liability for the Centre and hence are obligated to assist in fulfilling these duties.

4.8.In the event a parent is unable to fulfill their obligation it is their responsibility to approach the Centre General Committee for an exemption.

4.9.The Centre General Committee will consider all applications for exemptions and will notify the family of their decision.

4.10. Exemptions

4.11.The Centre General Committee will consider all applications for exemption on a case by case basis.

4.12.Where it is felt that an exemption is warranted the decision and reasons for it must be documented in the minutes of the meeting where the decision was made.

4.13.The Centre General Committee will appoint a representative to advise the family of its decision.

4.14.Failures to Comply

4.15.Where the Centre General Committee feels that a family has not complied with the duty requirements the following process should be undertaken:

4.16.a formal verbal warning should be conveyed to the family by two (2) appointed General Committee Members as a first step;

4.17.a formal written warning should be given to the family as a second step;

4.18.should there be a third occurrence then formal disciplinary action should be taken.

4.19.Prior to taking any disciplinary action, the Centre General Committee should seek the guidance and approval from Regional Executive.

4.20.Disciplinary action may include, but not confined to:

4.21.No Points recognized, will not be recorded for a week.

4.22.Withdrawal from Regional or State events

4.23.Ineligibility for Centre Awards and Trophies

4.24.Once a course of disciplinary action has been decided the family will be notified in writing by the Centre General Committee.

General Health & Safety

4.25. Smoking

4.26.The Centre complies with all Federal, State and Council laws and regulations with regard to smoking in public areas.

4.27.All Centre events and activities are SMOKE FREE.

4.28.There is to be no smoking within the competition area at Sassella Park at any time.

4.29.The competition area is all grassed area with in Sassella Park including the children's playground

4.30.The bitumen car park is NOT considered part of the competition area.

4.31.Centre Management Committee holds the right to remove from the competition area anyone caught in breach of this by-law.

4.32.Centre Management Committee holds the right to ban repetitive offenders from attending further events.

4.33.Alcohol

4.34.The Centre complies with all Federal, State and Council laws and regulation with regard to the sale and consumption of alcohol.

4.35.All Centre events and activities are ALCOHOL FREE.

4.36.There is to be no alcohol consumed within the competition area at Sassella Park at any time.

4.37.Centre Management Committee holds the right to remove from the competition area anyone caught in breach of this by-law

4.38.Centre Management Committee holds the right to ban repetitive offender from attending further events.

4.39. Drugs

4.40.The Centre will not condone the use of drugs at all

4.41.No Drugs are to be brought into the competition area at any time.

4.42.Anyone found in breach of this by-law will be immediately removed from the competition area and the matter referred to the Centre General Committee for the consideration of disciplinary action

4.43.The Centre General Committee has the right to report the matter to the relevant authorities (e.g. Police, ASADA) for further investigation.

4.44.Sun Protection

4.45.The Centre encourages all its members to be sun smart.

4.46.The Centre will make available appropriate sunscreen for those requiring it.

4.47.All Athletes, Officials and Spectators are advised to wear appropriate hats and clothing during competition.

4.48. Emergency Situations

4.49.The Sassella Park facility may need to be evacuated due to emergency situations.

4.50.In the event that such a situation occurs, the Chief of Officials will become the Centre Safety Officer and co-ordinate this evacuation. They will also be responsible for contacting the relevant emergency service if appropriate.

4.51.All other Centre officials will then come under the control/direction of the Chief of Officials unless they are the sole caregiver of children in attendance.

4.52.When such a situation has been identified the Arena Announcer/Manager will announce that the arena needs to be evacuated immediately.

4.53.Those in attendance will be directed to either the primary evacuation point, Sassella Car Park, or the secondary evacuation point, Sassella Street behind the back straight.

4.54.Once in the evacuation area parents/guardians will need to ensure that all members of their family are present and accounted for.

4.55.The Centre Secretary and Registrar will be in control of the evacuation area and should be advised as soon as possible of missing individuals.

4.56.Families can leave the area once they have identified they are all present and advise either the Secretary or Registrar of their departure.

4.57.Further actions taken by Centre Officials will be dictated by the nature of the emergency. Members of the executive are not to leave the facility until the situation is under made control by the relevant authority, unless they are the sole caregiver of children in attendance.

4.58.Centre Executive should undertake a damage assessment of Centre assets as soon as is practically possible for submission with any insurance claims.

4.59.Medical Emergencies

4.60.In all medical emergencies, the First Aid Officer will assume control of the situation

4.61.All centre members will act under the direction of the First Aid Officer

4.62.If an ambulance is required, the Arena Announcer and Chief of Officials assume the responsibility of ensuring it has a clear thoroughfare to the where it is required.

4.63.The Centre will always act in the best interest of the individual and will base these actions on the recommendation of the First Aid Officer.

4.64.Should the effected individual refuse to follow the recommendations of the First Aid Officer, this will be noted in writing by the First Aid Officer and witnessed by a member of the Executive.

5.0 Committee and Centre Officials Position Description

5.1.President's Position and responsibilities

  • Oversees the running of the Centre.
  • Chairs the Centre Committee meetings.
  • Adjudicates on disputes.
  • Represents the Centre in dealings with LAVic.
  • Attends Region meetings, and AGM for LAVic
  • liaises with Brimbank City Council and the general public
  • Is responsible for securing new and existing Sponsorship deals throughout the year.
  • Arranges pre-season publicity with schools, shopping centres etc. Liaises with the media.
  • Seeks Organises the Centre Championship events.
  • Plans for and procures ribbons, medals & trophies for Centre Championship, Presentation & Handicap days/events.
  • Carries out and fulfills all requirements of the position outlined in the constitution

5.2.Vice President's Position and responsibilities

  • Assumes the duties of the President in his/her absence
  • Assists the President in fulfilling the duties of that position.
  • Assists President. Overall supervision of the many facets of the weekly activities of the centre
  • Carry out and fulfill all requirements of the position outlined in the constitution

5.3.Treasurer's Position and Responsibilities

  • Administer the financial affairs of the Centre in accordance with both the Centre Constitution and the Financial Regulations of the Association.
  • Pay invoices, all accounts passed by the Executive Council for payment.
  • Such payments are to be made by cheque or electronic funds transfer.
  • Collect and forward on all Registration Fees and any other fees or dues owing by members or Clubs (if any) to the region or to the Association, as required by those bodies.
  • Present a detailed Budget for Receipts and Expenditure for the following 12 months, to the next available Centre meeting after the end of the Centre's financial year.
  • Prepare financial forecast with respect to the Centres aims and goals
  • Keeps the accounts. Maintains the Centre's asset register
  • Prepares monthly financial reports for the Centre Executive.
  • Manages cash flow and collects and banks all cash.
  • Oversees closely Canteen, Fundraising & Uniform, Officers/Managers.

5.4.Secretary Position and responsibilities

  • Although it is preferred that a single individual undertakes the duties of this position. Where necessary the Secretary's position may be divided into 3 roles to reduce the work load on any one individual.
  • The separation of the duties should be along the lines of a Minutes Secretary, Registrar and Administration Secretary
  • They should work closely together throughout the course of the season to ensure the responsibilities of this position are filled.
  • Collects and distributes mail. Maintain all registers, WWCC, Coaching, First Aid.
  • The point of contact for general enquiries from members, general public & LAVic.
  • Maintains the Centre's event calendar and follows.
  • Applications for Grants.
  • Prepares newsletters
  • Deals with Brimbank City Council on issues re permits, maintenance, capital grants, matters, including hire, maintenance & repairs.
  • Informs IT Officer of new or updated items required for the website.
  • Arranges the purchase from our suppliers, and the sale to our competitors of: singlets; shorts; and apparel. Assists with the sale.
  • Draws up and publishes duty roster. Allocates persons to events each week.
  • Ensure a copy of the minutes of each General Committee and Centre meetings are forwarded to Region Secretary, and in the case of the Annual General Meeting, to LAVIC head office.
  • Forward or advertise Notice of all Centre Meetings, and also forward or advertise Agendas and Notices of Motion relative to all Centre Meetings.
  • Forward Notices of all General Committee Meetings and also forward Agendas and Notices of Motion relative to all General Committee Meetings
  • Along with the Centre Registrar, maintain the Register of members.
  • Carry out and fulfill all requirements of the position outlined in the constitution.

5.5.The minute Secretary

  • Take minutes at all meetings of the Centre General Committee
  • Emails the secretary the minutes prior to the next meeting.

5.6.Registrar's Position and Responsibilities

  • Ensure that all Competitive Members of the Centre are registered in accordance with the Registration Regulations of the Association, and that all Ordinary Members of the Centre are registered in accordance with the Register of Ordinary Members of the Association.
  • Arrange for collection of Association distributed registration packs at the designated time and place prior to the commencement of the season.
  • Preparing registration packs for each member for registration, and general preparation for registration day
  • Along with the Secretary, maintain the register of Centre Members.
  • Carry out and fulfill all requirements of the position outlined in the constitution
  • Manage the Centre's IMG Console portal and the administrative rights of those committee members who require access. They will be the sole committee member with full administrative rights, as per LAVic guidance.
  • Forward to the Association office and/or to the region Secretary, any information or details that are requested from time to time by those bodies.
  • Along with the Centre Secretary, maintain the Register of Members.
  • Liaise with Treasurer and Rankings and Records Manager as required.
  • Carry out and fulfill all requirements of the position outlined in the constitution

5.7.Coaching & Education Co-ordinator (Head Coach) Position and Responsibilities

  • Plan, organise and co-ordinate the conduct of programs undertaken by the Centre to educate athletes, parents, coaches other adults, with the aim to increase personal skills.
  • Promote active participation and the ideal of children competing for personal satisfaction through improved performances.
  • Maintain a register of all members with coaching qualifications, including their level and event focus.
  • Assist in promoting any Education Programs of the Association or of the Region to all Centre Members.
  • Assist those athletes who wish to progress beyond Little Athletics with the transition into a senior AV club.
  • Chair any coaching sub-committee meetings and report back to the Centre General Committee on the outcomes.
  • Oversee the running of Centre training nights
  • Closely monitor and supervise non-accredited coaches/coaching assistants at Centre training nights
  • Carry out and fulfill all requirements of the position outlined in the constitution
  • Where possible an Assistant Club Coach will be appointed to assist in in the undertaking of the above duties.
  • The holders of these positions should be accredited coaches with Athletics Australia and have paid their annual registration fees.
  • Liaises with Senior Athletic.
  • Responsible for selecting Centre and Team captains from amongst the older children.
  • Responsible for selecting State Relay teams with selection committee.
  • Orgainses with Competition director the weekly program.

5.8.- WMR Representatives' Role and Responsibilities

  • The Centre is obliged to provide two (2) representatives to attend the WMR committee meetings that occur once a month (first Tuesday of each month).
  • The Centre is obligated to attend 75% of all WMR committee meetings throughout the season as well as the WMR Annual General Meeting. Failure to comply could lead to a

$250 fine imposed by the Association.

The WMR Representative(s) will

  • Attend WMR committee meetings (or organise another member of the Centre Committee to attend in their stead so as to ensure attendance compliance) as organised by the Regional Executive.
  • Report to Regional Executive Committee on relevant Centre activities and convey any issues of concern from the Centre.
  • Report to Centre General Committee on all pertinent issues raised at WMR committee meetings in a manner that allows for the timely implementation of any and all Association or Regional directives.
  • Co-ordinate any Regional Events that the Centre hosts.

5.9.The Competition Director's Role and Responsibilities

  • Plan, organise and co-ordinate the conduct of competitive athletic activities of the Centre, bearing in mind the Objects of the Centre and the Statement of Purpose of the Association.
  • Be responsible for the formulation of weekly programs.
  • Prepare the annual competition calendar for review and approval by the Centre General Committee
  • Ensure that all activities are in the best interests of the athletes and of Little Athletics generally.
  • Co-ordinate with other centres the details and activities to be undertaken for any inter- centre competitions.
  • Co-ordinate the programming of Centre Championship events.
  • Ensure All age group Managers are knowledgeable in running an event.
  • Responsible for verifying and recording all records on each competition day.
  • Supervises the jumping events e.g, ensuring that the mats are correctly placed for the relevant age groups, and hat officials are measuring the events correctly.
  • Supervises the throwing events, e.g, ensuring that the children are throwing correctly, that measurements are being correctly taken, and that the right weight discus/shot put/javelin is being used for each age group.

5.10. The Records and Rankings Officer's Role and Responsibilities

  • Co-ordinate the preparation of weekly competition event sheets for each age group
  • Co-ordinate the recording and publication of weekly competition results into web based Sport TG system.
  • Ensure all athletes can view results.
  • Maintain the Centre's record data base via Results HQ and ensure records are updated on each recording sheet weekly.
  • Maintain Excel spreadsheets for eligibility for trophies, track records.
  • Loading Centre Championship entries, results and reports
  • Produces all end of Season summaries and reports.
  • Archives current Season and prepares for next Season

Liaises with Club Room Officer with results for tickets to be written

  • Co-ordinate with the IT Officer, Technical Officer and Software Administrator to maintain functionality of the system.
  • 5.11.The Handbook Co-ordinator's Role and Responsibilities
  • The Handbook co-ordinator will be appointed by the General Committee.
  • Co-ordinate the production of the Centre's annual handbook in line with the requirements of LAVic and the Centre General Committee with respect to content.
  • Work with the Treasurer and Finance officer to ensure all sponsor's ads are correct, included and paid for.

5.12.The IT Officer's Role and Responsibilities

  • Manage and maintain the Centre's Website
  • Co-ordinate with relevant providers (e.g. IMG, Internet provider) to ensure Centre's IT services remain functional
  • Co-ordinate with the Records & Rankings Officer and the Technical officer to ensure competition IT requirements are met.
  • Assist other Centre committee members with the IT component of the responsibilities
  • Co-ordinate with the Social Media Officer to ensure integration of all internet based activities
  • Liaises with Secretary, Cross country Coordinators, Fundraising
  • 5.13.The Club Rooms Officer
  • To ensure the environmental services are meet on a Tuesday evening and place back on a Wednesday, during the track and field season.
  • To weekly check the centre post office box.
  • To ensure the centre Change rooms are clean and stock with soap and toilet paper for training and competition days.
  • To seek sponsorship for the yearly handbook.
  • To fill in children's weekly tickets

5.14.The Fundraising Officers' Role and Responsibilities

Ideally there should be two (2) committee members working towards fundraising.

A fundraising subcommittee maybe formed containing non-committee members to ensure the optimal performance of this element of centre activities

Should a subcommittee be formed, it will be chaired by one of the committee members involved and either the Treasurer or (if the position is filled) Finance Officer will be a default member.

Minutes of any meetings conducted should be taken as per Centre Format and be presented to the Centre Committee at the next Committee meeting. A copy of the minutes should be provided to the Secretary for the centre administrative records.

  • Organise and conduct fundraising activities throughout the year once those activities have been approved by the Centre Committee
  • Co-ordinate with the Treasurer to ensure the appropriate handling of any and all monies in line with association Financial Administrative requirements.
  • Arranges Fundraising events, activities and prizes, pre and during the season. Other tasks to arrange or contribute to include:
  • Provide content and assist with the preparation of registration packs
  • Have Fundraising events for the coming season documented to go in show bags
  • Liaise with Technical Officer, Treasurer and Secretary on the use of fundraising monies

5.15.The Centre Referee's Role and Responsibilities

  • The Centre Referee should be an experienced member of the Centre with sound knowledge of the rules and regulations governing competition.
  • The Centre Referee's position will be appointed by the General Committee following recommendation by Centre Executive. Interested parties may submit nominations for consideration.
  • In the event that it is deemed by the Centre Executive that the position is not filled adequately, they may declare the position vacant and recommend an appropriate replacement to the General Committee to appoint.

The Centre Referee will

  • Be required to be in attendance for the entire duration of each Centre competition
  • Be responsible for making determinations on rule infractions that occur during the course of competition
  • Appoint deputy(s) where appropriate to ensure that all centre activities are monitored for rule infractions so as to protect the legitimacy of all Centre results.
  • Use discretion when making decisions regarding rule infractions taking into account the athlete's age, ability and effect on event result.
    • Nominate a replacement to the Executive in the event of their inability to attend centre competition prior to commencement.
    • Be the first to consider all protests by conducting as thorough an investigation as possible/practical and taking into account information from all the involved parties.
    • Will provide any/all information requested by the Executive if called upon to review his/ her decision(s).
    • Co-ordinate with the Chief of Officials to ensure the correct application of track and field rules by those centre officials conducting centre events.

    5.16.- The Cross Country Co-Ordinator(s)' Role and Responsibilities

    • Ideally there should be two (2) committee members who manage Cross Country activities.

    The Cross Country Co-Ordinator(s) will

    • Be responsible for developing the calendar of events for each cross country season.
    • Communicate to centre members the calendar of events.
    • Organise for the courses to be set out on a weekly basis.
    • Co-ordinate bookings for venues should they be required.
    • Co-ordinate the collection and publication of results.
    • Co-ordinate the calculation of Age Group Champions and the ordering of end of season trophies.
    • Co-ordinate the communication of non-Centre based cross country events such as regional and state events.
    • Co-ordinate the selection and entry of Road Relay Teams.
    • Arrange Team Mangers for Regional and State events and ensure these details are submitted to LAVIC within the appropriate time frame.
    • Produce the Cross Country newsletter

    5.17. The Canteen Manager

    • It is preferable that this position is held by an active member of the Centre. In the event that the Centre can not fill this position, the General Committee is able to appoint an appropriate person from outside the centre to fulfill the role.
    • The General Committee has the right to provide reimbursement(s) to the holder of this position if it is deemed necessary and appropriate for the successful functioning of the Centre Canteen.
    • Co-ordinate the provision of Canteen services to Centre Members at Centre Competitions
    • Hold an appropriate Food Handling and Safety qualification,
    • Co-ordinate and oversee the development of appropriate menu items.
    • Co-ordinate and oversee the purchase and maintenance of canteen stock
    • Work with the Treasurer to ensure that financial management of the Canteen is compliant with the regulations governing its operations.
    • When no canteen assistant is present the Manager will take their place.
    • Ensure that all staff working in the Canteen work to Food Handling guidelines and standards.
    • Runs the canteen (with assistants and rostered helpers). Mangers external suppliers such as coffee van.
    • Makes sure BBQ's are in a safe and working order and gas bottles are filled.
    • Manager does not work in the canteen whilst events are on, but assists with set up and pack up

    5.18. The Canteen Assistant

    • Run the canteen for the rostered competition day at the direction of the Canteen Manager.
    • Will have the assistance of rostered helpers.
    • Hold an appropriate Food Handling and Safety qualification,
    • Ensure that all staff working in the Canteen work to Food Handling guidelines and standards.

    5.19.The Chief of Officials's Role and Responsibilities

    • The Chief of Officials should have undertaken the "Introduction to Officiating Course" prior to the commencement of Centre Competition.

    The Chief of Officials will:

    • Organise and implement Centre duty rosters and report to Centre General Committee when there has been failure(s) to undertake assigned duties.
    • Maintain a register of all current centre members with officials qualification.
    • Be required to be in attendance for the entire duration of each Centre competition.
    • Nominate a replacement to the Executive in the event of their inability to attend centre competition.
    • Appoint deputies where appropriate to ensure all centre activities are monitored so as to protect the legitimacy of event results.
    • Monitor the performance of officials during Centre competition.
    • Provide the necessary education and guidance to officials.
    • Assist officials conduct events where requested and appropriate.
    • Arrange appropriate officials training where necessary to ensure that standards meet what would be required at Regional and State Events.
    • Co-ordinate with the Chief Referee to ensure the correct application of track and field rules by those centre officials conducting centre events.
    • Will act as the Chief Safety Officer in the event of emergency situations.

    5.20. The Technical Officer's Role and Responsibilities

    • Co-ordinate the maintenance, servicing and calibration of all Centre equipment.
    • Maintain and update Centre Equipment register
    • Co-ordinate the purchasing of new equipment through LAVic / Centre Committee approved providers
    • Work with the Treasurer to ensure the monitoring of depreciable assets is maintained

    5.21.The First Aid Officer's Role and Responsibilities

    The position must be filled with an appropriately trained person

    The First Aid Officer will

    • Co-ordinate the provision of appropriate First Aid services during centre competitions
    • Co-ordinate and supervise the stocking of all first aid supplies and equipment
    • Work with the Technical Officer and Treasurer in purchasing and servicing of First Aid equipment and Supplies
    • Ensure that adequate records are kept in relation to all treated injuries in keeping with requirements of public liability and insurance policies.
    • Advise Centre Executive of absences in a timely manner so that a replacement can be organised.

    5.22.The "On Track" Co-ordinator's Role and Responsibilities

    • The "On Track" Co-ordinator will be appointed by the General Committee.
    • The position will require the completion of the LAVic "On Track" Course.
    • Co-ordinator the provision of the "On Tack" program to the age groups specified by the Centre General Committee, in keeping with structure/content provided by LAVIC, at normal Centre competition days (i.e. Saturday mornings)
    • Educate, monitor and control other members assisting in the provision of the "On Track" Program
    • Co-ordinate the provision of Awards for the successful completion of the program to athletes at the end of the season

    5.23.The Finance Officer's Role and Responsibilities

    The Finance office will be appointed by the Centre General Committee.

    • Be responsible for the generation of Centre revenue through sponsorship, fundraising, and alternative income streams.
    • Work closely with the Treasurer and Fundraising officer(s) in performing this role
    • Present to the General Committee any suggested income generating activities for approval.

    5.24.The Centre Historian's Role and Responsibilties

    • Co-ordinate the collection and storage of historical documents and other centre artifacts.
    • Co-ordinate the collection and safe storage of Centre photos, video and other media.
    • Co-ordinate the sourcing of historical documents and artifacts pertaining to the Sunshine, Deer Park and St Albans Little Athletic Centres (and the clubs involved in these Centres).
    • Work with IT Officer to provide historical information on the Centre Website.

    5.25.Centre Club Captains and Vice Captains

    • Centre Club Captains and Vice Captains will be appointed by the President and Head Coach at an appropriate time prior to the commencement of each season.
    • In the event that there are more than one (1) candidate for a position the General Committee will undertake a secret ballot to determine the outcome.
    • The athletes considered for these positions, where possible, should come from the more senior age groups within the Centre.
    • Every effort should be made to ensure that these positions are shared amongst all deserving athletes, however where necessary consecutive appointments will be allowed.
    • When considering athletes for these positions the following areas should be assessed and regarded as desirable:
    • It is preferred that the athlete actively participates in Regional and State events (Relays and Track & Field),
    • It is preferred that the athlete actively participates in Centre training,
    • It is preferred that the athlete has demonstrated good sportsmanship within the competition environment,
    • It is preferred that the athlete attends the majority of Centre Competition days,
    • It is preferred that the athlete is a good role model for younger athletes within the Centre,
    • It is preferred that the athlete has demonstrated an ability to assist in the operation of centre activities,
      • The Centre will provide the chosen athletes with some form of identification that highlights their position within the club, to be determined by the Centre General Committee on annual basis.
    • 5.26.The Child Safety Officer

      This position should be held by 2 persons who have undertaken the correct courses assigned by LAVic and will be appointed by the Centre General Committee.

      • Maintain a register of all qualified Child Safety Officers in the centre.
      • Have a current WWCC certificate
      • To ensure the wellbeing of all children and that the child safety standards are met

      5.27.Age Group Managers' Roles and Responsibilities

      Age Group Managers (AGM) will be appointed on an annual basis by the Centre General Committee. These appointments will last for the entire Track & Field season. Where possible and practical, Assistant AGMs should also be appointed.

      In the event that a particular age group is larger than practical to complete events in a timely fashion, the group will be divided into more than one group and further AGMs will be appointed.

      • Check in at the Age Group table at the beginning of competition and pick up the event paper work for their age group for the day.
      • Aid in the marshaling of the athletes when their event is called.
      • Take athletes to their event and, in the case of Field Events, act as the chief official for that event.
      • Seek guidance from the Chief of Officials, or those members assisting the Chief of Officials, if uncertain as to how an event should be conducted.
      • At the completion of each event return the completed event paperwork to the required location.
      • Familiarise themselves with event records prior to conducting an event.
      • In the event of a Centre Record being broken in their age group ensure the performance in ratified by an appointed Centre Official and the appropriate paperwork is submitted with the results sheet at the end of the event.
      • Liaise with Competition Director/Arena Announcer of event availability and rest break requirements.
      • Report breaches of the Code of Conduct and Centre By Laws to a member of Centre Management (e.g. uniform infractions).
      • Provide ongoing support and encouragement of their athletes no matter what level they achieve.

      5.28.Regional/State Event Team Manager Role and Responsibility

      These positions will be appointed by the Centre General Committee leading up to all Regional and State events.

      Two (2) people should be appointed to these roles for each event, with the preference there be a male and female.

      • Have a current Working With Children Check,
      • Register as team manager through the portal on LAVIC Website,
      • Familiarise themselves with the rules and regulations pertaining to the event they are attending, as distributed by LAVIC leading up to the event, as well as the track lay out of the venue,
      • Confirm with Records & Rankings that all entrants have satisfied basic competition qualifying requirements as laid out by LAVIC year to year,
      • On receipt of the confirmed entrants list and finalised event timetable, prepare a Centre specific timetable, taking into consideration marshaling times, for distribution,
      • With the assistance of the Chief of Officials, prepare a duties roster to cover the duties assigned to the Centre for the event by either the Region or LAVIC.
      • Organise the transport of appropriate tents, banners and other support equipment (e.g. First Aid Kit; Sun screen; Emergency Box containing spare tops, bottoms, badges, safety pins, black marker, etc; Water) to and from the venue.
      • On the day of competition, attend all prescribed LAVIC Team Manager meetings.
      • Check the uniforms of all athletes to ensure compliance with LAVIC regulations.
      • Ensure that athletes are at marshaling areas at the appropriate times
      • Submit and manage any protests on behalf of the Centre.
      • Advice competition organisers of any scratching's
      • Ensure that the Centre Duties are performed
      • Collect competition certificates and ribbons from the designated area and deliver them to the Centre Secretary for presentation at the next Centre competition day.
      • Prepare a report for the Centre General Committee that includes any problems that occurred that need further action (e.g. breaches in duty obligations)
      • Where possible it is preferred that team managers remain the same for both Regional and State rounds of events (i.e. Relays, Track & Field)

      5.29.Social Media Co-ordinator Role and Responsibilities

      The Centre is committed to maintaining a strong social media presence to communicate with its members and to market the Centre to the general public.

      • Management and maintenance of the Centre's social media platforms, including but not confined to: Facebook, Twitter &Team App,
      • Monitor the sites for inappropriate content that would adversely effect the profile of the centre and removed it as necessary,
      • Manage the list of site contributors,
      • Post necessary news and information on behalf of the Centre General Committee,
      • Respond to enquiries through the sites, seeking assistance from appropriate Centre personnel where necessary,
      • Ensure Centre Sponsors are displayed, linked or acknowledged through the various platforms,
      • Keep abreast of changing trends in social media and inform the Centre General Committee of opportunities to engage new/alternative platforms.
      • Work with IT Officer to ensure integration of social media and website occurs where possible,
      • Report to Centre General Committee, when requested, on the statistical aspects of the Centre's social media presence.

      5.30.Arena Announcer/Manager Role and Responsibilities

      This position will be appointed by the Centre General Committee.

      • Co-ordinate and control the flow of events on competition days,
      • Communicate to the centre at competition days the news and information on behalf of the Centre General Committee,
      • Work with the Competition Director on any issues which require alterations to the scheduled program,
      • When calling for events, do so on no less that three (3) occasions before the athletes are allowed to leave the marshaling area and proceed to the event,
      • During the course of competition attempt to promote sponsors, canteen services, Regional and State events, planned centre activities, etc.
      • If capable and confident, provide commentary on competition events occurring during the day.
      • 5.31.Chief Walks Judge Role and Responsibilities
      • This position should be held by an accredited walks judge, unless none are currently associated with the centre, and will be appointed by the Centre General Committee
      • Maintain a register of all qualified walks judges at the centre and provide this to the Chief of Officials as required,
      • Complete and return all documents required by LAVIC with respect to walks events at the centre,
      • Work with the region walks co-ordinator to organise coaching and education for athletes and those members seeking walks judge accreditation,
      • Act as Chief Walks Judge at all centre walks events or appoint a suitable replacement where required.

      5.32.Chief Time Keeper Role and Responsibilities

      This position will be appointed by the Centre General Committee

      There are no courses provided by the association so individuals will require training from a current member already familiar with the system.

      • Be responsible for the charging of the timing equipment prior to competition day.
      • Ensure that the equipment is working appropriately prior to the commencement of Centre Competition
      • Control and manage the finish line area. All athletes, officials and parents entering this are will follow any instructions given to them by the Chief Time Keeper.
      • Provide guidance and instruction to anyone seeking training in operating the timing system
      • Maintain a register of all Centre members proficient in the use of the timing equipment
      • Appoint an appropriate replacement when they are unable to attend Centre Competition

      5.33.Chief Starter Role and Responsibilities

      This position should be held by a person who has official Starters accreditation and will be appointed by the Centre General Committee.

      • Maintain a register of all qualified starters in the centre.
      • Regularly check all starting equipment and work with Technical Officer that any repairs/ purchases are undertaken when required.
      • Control the starting area of all track events during centre competition and all officials are to follow instructions he/he provides whilst in that area.
      • Rotate starting duties amongst all qualified starters on a rostered basis.
      • Appoint an appropriately qualified and experienced replacement in the event they can not attend.

      5.34.General Committee

      Attend Centre Committee meetings. Assist centre executive members in the conduct of their portfolios as requested. Assist with or co-ordinate projects or activities as requested by the executive. Learn the various aspects of the management of the Centre with the view to taking on an executive portfolio in the future.

      Facilitates and manages BLAC's involvement in Regional and State Championships. will also Team Managers– (Regional and State Track and Field, Regional and State Relays, Regional and State Cross Country and State Multi-events as well as other special events

      6.2 Age Group Award Trophy (Track & Field and Cross Country)

      An athlete must compete in two-thirds of available Centre competitions from the date of their registration to be eligible for an Age Group Award placing.

      • The Age Group Award is determined on a point scoring system and is calculated as follows:
      • If an athlete is unable to compete at a Centre competition due to their attendance at a LAVic event (i.e. representing Brimbank LAC) they will be granted a point for each event their age group completed at the Centre on that day.
      • Representation of other athletic groups (e.g Senior athletic clubs, School) will not attract the same points.
      • Special circumstances i.e. medical certificate or joint custody will be award participation points.
      • For all other reasons of non-attendance, no participation points will be awarded to that athlete.
      • For each event conducted bonus points to be awarded as follows based on the results of each event completed by that age group:
      • 1st - 10 pts, 2nd - 9pts, 3rd - 8 pts, 4th - 7pts, 5th - 6pt, 6th - 5pt, 7th - 4pt, 8th - 3pt, 9th - 2pt, 10th - 1pt, 11th - 1pt.
      • In the case of Cross Country, if a child chooses to run an alternative distance to that run by his age group, he/she will be awarded 1 participation point but will be ineligible for placing bonus points unless they are running a longer distance than required and a time is taken as they complete the shorter distance. Participation trophy - will be awarded to ALL fully paid and registered athletes irrespective of attendance in both Track & Field and Cross Country.
      • 6.3Monica Karfut Junior Champion, John Alchin Intermediate Champion, Brimbank Senior Champion

      Are awarded in recognition of outstanding performances at centre competition.

      -The age brackets for these awards are as follows: Monica Karfut Junior Champion– U6-U8

      -John Alchin Intermediate Champion - U9-U12 Brimbank Senior Champion- U13-U16

      -These awards will be determined on a points system. The season PB's for each of the athletes within the age group range, for each event, will be ranked with points being awarded as such:

      -1st - 13pts, 2nd - 10pts, 3rd - 7pts, 4th - 4pts, 5th - 1pt. These points will then be tallied and the winner will be the athlete with the most points.

      -The two-thirds participation rule will apply to these trophies as will exceptions/ exemptions.

      • -These awards can be presented to the same athlete in consecutive years
      • 6.4Brimbank PB Trophy

      Is presented to the boy and girl across the whole Centre who achieved the greatest number of personal best performances across the whole season of Centre competition. Performances outside of the Centre are not included in the tally.

      Performances from previous seasons are not considered when determining PB's.

      PB's begin to accumulate once an event has been attempted twice.

      6.5Barry Thompson Trophy

      • Will be awarded to the boy & girl who have performed at the highest level whilst representing the Centre at Regional and State events during the Track & Field season. It will be awarded to a boy and girl from the U9 - U12 age bracket.
      • Will be determined by a points system with points being awarded as follow:
      • 1 point is awarded to athlete for each event competed in at a Regional Level Competition.
      • point is awarded for entering Region Relays.
      • points will be awarded for each event that an athlete competes in at a State Championship level. This also includes relays (inclusive of emergencies if named). Not State Multi event
      • 2 bonus points will be awarded to an athlete for a Top 8 finish at States Champs (i.e. 4th - 8th Position).
      • 5 bonus points will be awarded to an athlete for a Top 3 Finish at State Champs irrespective of position.
      • 5 bonus points will be awarded to an athlete in the event they set a State Best Performance (i.e. State Record). This award will be subject to the 2/3's participation rule and exceptions/exemptions apply. This award will not be awarded to an athlete in consecutive years.

      6.6Dennis Thornton Trophy

      • Will be presented to the U13 - U16 athlete, both boy and girl, who achieves the best performances whilst representing the Centre at Regional and State events.
      • It will be calculated in the same manner as that outlined for the Barry Thompson award with following addition: This award will be subject to the 2/3's participation rule and exceptions/exemptions apply.
      • This award will not be awarded to an athlete in consecutive years.

      6.7Coaches Award

      • Is awarded to the boy and girl who are considered to have applied themselves best to training and bettered themselves both in training and competition.
      • It is adjudicated by the coaching staff with the Head Coach making the final decision as to the recipients.
      • Attendance at training, attitude toward training and sportsmanship are all factors taken into consideration when determining this award.

      6.8Brimbank Spirit Award

      • Is awarded by the Centre General Committee to the family that best exhibits the Centre Spirit throughout the course of the Track & Field Season.

      6.9Volunteer of the Year Award

      • Is presented in recognition of the time and effort individuals put into the successful running of Centre activities.
      • All members of the Centre General Committee undertake a secret ballot of who they believe is deserving of the award. It is
      • not restricted to committee members.
      • In the event of a split decision it will be left to the President to determine the results.

      6.10Scott Thornton Thrower's Trophy - Arch Family Sprinters Trophy- Brimbank Jumps Trophy -Brimbank Middle Distance Trophy- Brimbank Walks Trophy - Brimbank Hurdle Trophy

      is awarded to a male and female athlete in recognition of outstanding achievements in the above events through the course of the season.

      It will be calculated on a point scoring system as follows:

      • 3 Points - for breaking a Centre Record
      • 2 Points - finishing in the top 8 at Regional T&F (4th-8th)
      • 2 Points - qualifying for State T&F
      • 3 Points - finishing in the top 3 at Regional T&F
      • 4 Points - finishing in the top 8 at State T&F (4th-8th)
      • 6 Points - finishing in the top 3 at State T&F (1st-3rd)
      • 8 Points - State Best Performance
      • 10 Points - Australian Best Performance

      This award will be awarded to the same athlete in consecutive years.

      6.11Junior Service and Life Membership

      Is awarded to competitive athletes from U6 –U16 in recognition of their years of active competition.

      Bronze service membership award after 5 years of Centre competition.

      Silver service membership award after 8 years of Centre competition.

      Gold Junior Life membership award after 10 years of Centre competition

      6.12Adult Life Membership

      Is awarded in recognition of extended involvement and service to the Centre. To be eligible for nomination the individual must have been involved in Centre Activities for 10 years with a minimum of 6 years at committee level. Once the basic requirement is fulfilled an individual can be nominated in writing to the committee for consideration. Nominations will be put before the General Committee for consideration. An unsuccessful nomination does not exclude further nominations in the future.

      6.13Distinguished Service Award

      This is the highest possible award that an athlete can be awarded by the Centre. As such this award is not presented yearly. This award is decided after a nomination is put forward to the committee once the minimum requirement is met. The minimum requirement is the Gold Junior Life membership award. Athletes who represent the Centre at a high level of State Relay, State Track and Field and or Australian Little Athletics Championships (ALAC). To display positive behaviour as a role model.

      6.14Captains Award

      Centre Captains and Vice Captains will be appointed by the Centre Head Coach and who this person chooses to consult. Athletes are preferred to

      • actively participates in Regional and State events (Relays and Track & Field),
      • actively participates in Centre training,
      • has demonstrated good sportsmanship within the competition environment,
      • athlete attends most of Centre Competition days,
      • athlete is a good role model for younger athletes within the Centre,
      • athlete has demonstrated an ability to assist in the operation of Centre activities

      6.15Life Governor Award

      Is awarded in recognition and appreciation of time, effort and energy invested in the youth of Brimbank Little Athletics Centre. To be eligible for nomination the individual must have been involved in Centre Activities for 25 years with a minimum of 10 years at committee level. Once the basic requirement is fulfilled an individual can be nominated in writing to the committee for consideration. Nominations will be put before the General Committee for consideration. An unsuccessful nomination does not exclude further nominations in the future.

      • 7.0 Finance
      • 7.3Final Yea

        The financial year of Brimbank Little Athletics Association Inc, shall be from the 15th day of March to the 14th day of March the following year.

        7.4Auditor

        The committee each year will appoint to audit all accounts and financial transactions of The Association and report on such to the next Annual General Meeting.

        • The auditor is to be a recognised accountant or person qualified and not a member of the board.
        • All bookkeeping shall be collated by the Treasurer and forwarded at the earliest opportunity at the end of the financial year to the nominated auditor so as can be presented at the Annual General Meeting in April of each year.

        7.5Submitting Audited Accounts

        The Association Treasurer shall present the required documentation annually as provided by the Auditor to the Department of Justice – Consumer Affairs and Fair Trading as per the Associations Incorporation Act 1964.

        7.6Cheque Signatories

        All cheques must be signed by any two (2) of the following signatories; President, Vice President, Secretary or Treasurer.

        Signatories to accounts must not be related (e.g. husband & wife, brother & sister etc).

        In the event that the positions above are held by members who are related, the Centre General Committee can approve alternative signatories

        7.7Electronic Funds Transfers (EFT)

        All EFTs must be approved by any two (2) of the following signatories; President, Vice President, Secretary or Treasurer or any person selected on the committee whom the President selects as responsible after a police check.

        7.8Monies Received

        All monies received shall be banked by the Treasurer (or a person nominated by same) in the form received at least weekly in a manner which aids reconciliation of bank accounts with cash and accounting records

        7.9Bank Accounts

        The Centre shall have a general access account. The General Committee may authorise the creation of new accounts in ensure club operations remain effective.

        At all times all accounts shall be held with an approved banking institution. Committee members who are related should not have simultaneous access to any bank accounts.

        7.10Monthly Financial Report

        The Treasurer is responsible for the preparation and presentation summary of a Monthly Financial Report to be tabled at Centre General Committee Meetings.

        7.11 Payment Approvals

        • All accounts shall be presented (paid or otherwise) at meetings of the Centre General Committee and full details of all such approvals shall be entered in the minutes of the meeting.

        7.12Urgent Payment Approvals

        If a payment of up to $250.00 is required to be made before the next Centre General Committee meeting, approval must be obtained from the Treasurer and one other Member of the Centre Executive. If the Treasurer is the person requesting the approval, two (2) Executive Members must approve.

        7.13Out of Pocket Expenses

        • Any reasonable expenses non-competitive members incur as a result of attending to matters directly related to Centre/Association activities will be reimbursed to that member subject to Executive Committee approval.

        Examples of reimbursable activities include, but not confined to:

        Costs associated with attending compulsory Association meetings/functions.

        Fees associated with coaching registration/accreditation/education where the coach concerned is predominantly a Centre Coach

        Costs of undertaking Food Safety & Handling courses where the member predominantly works in the Centre Canteen.

        If petrol expenses are being claimed, reimbursement will be calculated using industry standard, cents per kilometre methodology

        7.14Income

        • Income and property of the Centre shall be derived from such sources as the Centre General Committee reasonably determines from time to time but subject to obligations and directives (if any) from LAVIC and LAA and consistent with the Centre's objectives.
        • The income and property of the Centre shall be applied solely towards the promotion of the Objectives.
        • Except as prescribed in this Constitution or the Act:
      • a)No portion of the income or property of the Centre shall be paid or transferred, directly or indirectly, by way of dividend, bonus or otherwise to any Member; and
      • b)No remuneration or other benefit in money or money's worth shall be paid or given by the Centre to any Member who holds any office of the Centre.
        • Nothing in clause 7.14 or 7.15 shall prevent payment in good faith of or to any Member for:
      • a.Any services actually rendered to the Centre whether as an employee, Committee Member or otherwise;
        • b.Goods supplied to the Centre in the ordinary and usual course of operation;
      • c.Interest on money borrowed from any Member;
      • d.Rent for premises demised or let by any Member to the Centre;
      • e.Any out of pocket expenses incurred by the Member on behalf of the Centre; or
      • f.Providing grants, scholarships or donations to Members where such grants, scholarships or donations reasonably further the Objectives of the Centre.

      Nothing in clauses 7.14 or 7.15 preclude such payments provided they do not exceed the amount ordinarily payable between ordinary commercial parties dealing at arm's length in a similar transaction.

      7.15Insurance

      All registered members, participants trialling (come and try) before becoming a member, coaches, parents, spectators, voluntary workers and officials are insured whilst engaged in any official Association, Centre or Club activity including but not limited to, training sessions, working bees and officiating.

      • Athletes between the age groups of Under 6 to Under 16s are automatically insured as part of their LAVIC registration. The Centre will provide additional insurance for athletes in age groups outside of the standard.
      • Parents/guardians must sign on when officiating to ensure coverage.
      • The insurance cover reimburses up to 100% of non-medicare expenses or expenses recoverable from any Medical or Hospital Benefit Scheme. More details can be obtained from LAVIC.

      7.16Canteen

      Canteen operations will be conducted in such a manner as to comply with State Legislation (Food Act 1984) and Council Regulations.

      Financial operations of the Canteen will comply with the Association standards.

      7.17Financial Support to Competitive Members

      The Centre will Budget $1500 dollars per financial year for an Athlete Support Fund.

      U13 or U15 athletes selected as member of the LAVic State Team to compete at the Australian Little Athletics Championships can apply in writing to the Centre General Committee for up to $300 from the club to assist in covering the costs of the trip.

      This money is separate to any financial obligations incurred by the Centre, invoiced by LAVIC, as a result of a competitive member being selected for this team.

      Money will be distributed to athletes on a "first come, first serve" basis.

      If an athlete receives money and but ultimately does not compete, the Centre General Committee reserve the right to request repayment of the funds.

      7.18Exceptional Circumstances

      If a member becomes victim of exceptional circumstance, the Centre General Committee are entitled to consider and provide financial assistance to this member so that their participation within Centre/Little Athletics events is not interrupted or significantly handicapped.

      • 8.3Regulation Alteration Process

      8.4Regulations can be altered, removed or added as determined appropriate by the Centre General Committee

      Proposed changes to the Centre Regulations must be submitted to the Secretary no less the seven (7) day prior to the sitting of the next General Committee meeting for dissemination and addition to the agenda

      Proposed changes will be tabled as per the agenda and General Committee members will be invited to talk for and against the proposed changes.

      Once discussion have completed a secret ballot will be taken.

      The meeting chairman will select a scrutineer who will tally the votes.

      The motion to amend the regulations will be passed if it receives a majority of votes.

      Once an alteration in regulations has been approved by the committee, a notice to members will be emailed to all members by the Secretary within seven (7) of the meeting.

      The email will include details about the changes

      Alterations to the regulations will take effect 2 weeks from the date they were passed

      The altered regulations will stand in effect, subject to ratification

      Ratification of all regulation alterations will take place at the Centre AGM.

      If each individual alteration is passed by the members they will then be permanently added to the regulations

      If an alteration isn't passed, it will cease to be in effect and the Centre will revert to the original regulation.
